    Prince George's County Purchase Assistance Program (PGCPAP)

    Fostering and promoting affordable homeownership is a key housing policy strategy for Prince George's County.  The Prince George's County Purchase Assistance Program (PGCPAP) supports this strategy by providing home purchase assistance to eligible, first-time home buyers to purchase residential properties in Prince George's County.  Home purchase assistance includes down payment, mortgage principal reduction and/or closing costs.  


    The Program is funded by the Housing Investment Trust Fund.  The Redevelopment Authority of Prince George's County administered the program in partnership with participating lenders, realtors and housing counseling agencies that are approved by the U.S. Department of Housing and Urban Development (HUD).


    The PGCPAP remaining available balance is $1,986,501.40 as of October 1, 2018.








    Loan Terms


    Maximum loan: $15,000.00


    Purchase price limit: $462,000 (resale or new construction)


    Loan terms: 0% interest, deferred payment


    If the buyer is one of the following, they may be eligible for an additional $5,000 based on their need. This would bring the total loan amount to $20,000.



      • Police Officer

      • Deputy Sheriff

      • Classroom Teacher

      • Firefighter

      • Emergency Medical Technician 

      • Nurse


    0% interest, deferred payment.  Purchaser must pay back the loan in full when the home is sold, transferred or ceases to be the primary residence of the buyer(s) regardless of the length of residency.

    Single family dwelling units, townhouses, and condominiums are eligible for assistance. Eligible properties include:



      • Resale

      • Foreclosures

      • Short sales

      • New Construction

    Applicant Eligibility



      • 18 years of age or older

      • First-time home buyer and never owned residential real estate*

      • Agree to live in the purchased home as principle residence (co-borrower must also fit all eligibility requirements)

      • Household annual income up to 120% of the area median income (AMI) for the county (see chart)

      • Contribute a minimum of 1.75% of purchase price (includes earnest money deposits, appraisal fee, inspection fees, homeowner's insurance premium, credit reports, termite, housing counseling fee and HQS Inspection)


    This includes cooperatives anywhere during the 3 years immediately before the date the application is made to the Purchase Assistance Program (Investors or current owners of residential property are excluded from participation in this program).
